According to the Public Financed Management Act, Treasury Regulations and the Framework for Supply Chain Management (SCM) issued by National Treasury your Department is required to implement best practice procurement initiatives that are fair and transparent. This requires stringent accountability that ensures uniformity in the SCM process. In order for you to successfully achieve an efficient and effective procurement process in your department, you need to understand the key provisions that govern your areas of responsibility and administrative accountability.
SCM must be seen as a total integration of the public procurement of goods and services from strategic planning process to the final utilisation or disposal of the goods and services. All public managers are involved in the process to a greater or lesser extent. It is not just the responsibility and function of the SCM Unit of your department. This two day course is designed to assist all managers to effectively comply with the legislation regarding SCM.
Learning Outcomes
During this practical course you will learn to:
- Identify and apply the principles of supply chain management
- Understand and apply the legislative requirements of SCM
- Apply ethics and codes of conduct associated with SCM within the public sector
- Apply SCM policies and procedures within the public sector
- Understand and apply the processes in making decisions about quality, supplier selection, pricing decisions and timing of purchases.
- Distinguish between the different inventory systems to enhance management of inventories in the public sector
- Asset management
- Secure and manage supplier contracts
This outcome based training course is aligned to US 119345 Apply principles, regulations and legislation underlying supply chain management in the public sector. NQF level 5, 15 credits.
